Timothy J. Constantine Joins AAOS Board of Directors

New member held leadership roles at Highmark Health Plan and Highmark Delaware.

Delaware healthcare executive Timothy J. Constantine has been named to the American Academy of Orthopaedic Surgeons’ (AAOS) Board of Directors (BOD).

Constantine has extensive experience in the healthcare, financial services, and non-profit industries. He retired from Highmark Inc. in 2023 after serving several executive roles, most recently as chairperson of the BOD of United Concordia Companies Inc., Highmark’s dental subsidiary. During his tenure, he was president of United Concordia in 2017, elected its president and CEO in 2019, and became board chair in 2020.

Before joining United Concordia, Constantine held leadership roles at Highmark Health Plan and Highmark Delaware, where he served as executive vice president of commercial markets and president, respectively. He also spent more than a decade with Blue Cross Blue Shield of Delaware (predecessor to Highmark Delaware), including serving as its president and CEO from 2006-2011. His extensive financial expertise includes positions as chief financial officer for Union Hospital of Cecil County Health System and vice president of Community Health Services for St. Francis Hospital in Wilmington, Del. He began his career in Arthur Andersen’s Audit and Operational Consulting Practice.

Beyond his professional achievements, Constantine is committed to community service. He serves on the BOD for Highmark BCBSD Inc., United Way of Delaware, and the Ministry of Caring. Additionally, he contributes as an advisory board member to Archetype and serves on the Advisory Council for the University of Delaware’s College of Health Sciences. He also is a certified mentor with SCORE Delaware (Service Corps of Retired Executives), providing guidance to entrepreneurs and small business owners.

Constantine earned his degree from Loyola University of Maryland and received his CPA license in 1987 (currently inactive). He resides in Wilmington, Del., with his wife, Noreen.
